What is the test for whether or not a moving object is in equilibrium?

It is in equilibrium if its velocity is not changing.

A moving object is in equilibrium if it's not accelerating.  That means its velocity isn't changing.  That means neither its speed not its direction is changing.  That means it's moving in a straight line at constant speed.
